Yu-Ling received her BA in Western Literature from Tamkang University in Tamsui, Taiwan, and her MA in Child Development from The University of Akron. Since 1990, Yu-Ling has held various roles within Akron Summit Community Action, Inc., Head Start/Early Head Start. From 1990 to 1995, she served as Education Administrator and was responsible for the operation of 12 Child Development Centers. For the next two years, she worked as Operations Administrator and created and monitored federal and state budgets of more than seven million dollars. From 1997 to the present, Yu-Ling has served as Education Consultant, a job that includes designing and implementing all aspects of educational programming for the Head Start and Early Head Start Programs. Yu-Ling is the head investigator for ASCA with Akron Ready Steps, an Early Reading First Grant of 3.7 million dollars, which is a collaborative project with The University of Akron.
In addition to her full-time position, Yu-Ling has been a translator and interpreter for the City of Akron. She serves on three committees at The University of Akron: Early Childhood Education Advisory Committee, Consumer Science Advisory Committee, and Early Childhood Education Advisory Committee. She is also on the board of the Akron Area Association for the Education of Young Children.

Yu-Ling holds a permanent Pre-Kindergarten Teaching Certificate from the state of Ohio. She is married and has twin boys who attend Ohio State University. She is fluent in Chinese and Taiwanese and has a working knowledge of Japanese and German. Most recently, Yu-Ling spent 10 days in China where she presented at two international early childhood conferences and toured 7 child care centers in Beijing and Qing Dau, China. She is also the recipient of the 2012 University of Akron Outstanding Community Partnership Award.
